This is a trilateral agreement signed on October 15, 2021, between the Ministry of Finance, the municipality of Senta, and the public enterprise Elgas.

The project's purpose is to ensure an adequate energy supply from the company that distributes heat energy based on economic principles.

The reconstruction involves the main pipeline system, switching from a direct system to an indirect one. A total of 52 substations will be replaced with 48 modern heat exchange substations. The reconstruction length is 7,300 meters, and the pipe diameter in this section ranges from DN 32 to DN 300. The entire section extends from the "Pesak" residential area and Zoran Đinđić Square to the city center.

The reconstruction is beneficial in multiple ways because, due to the network's age of over 40 years, during the heating season, the public enterprise loses 50 m³ to 70 m³ daily, depending on the external temperature and boiler operating regime. Moreover, the current pipes are in bitumen, which is good for waterproofing but not for thermal insulation. Installing pre-insulated pipes will reduce the network's heat losses.

Consumers will also benefit, as each substation will include a circulation pump and an electrical connection, with the electricity bills and circulation pump maintenance costs covered by Elgas.

The reconstruction is planned to be completed over two seasons, with an assessment conducted on July 1 to review the section completed by then. If positive, they'll attempt to finish the work before the start of the first heating season.

The project is valued at 2,960,000.00 euros.

After the commissioning of the New Senta Heating Plant in 2019, which was worth almost 2,000,000.00 euros, this is the largest investment in Senta in recent years. Ana Brnabić, then Prime Minister of the Republic of Serbia, personally attended the opening of the New Senta Heating Plant.
